Preserving Access to Every Public Lake. Every Water Activity. For All.
Lake For All is a national movement protecting public water access for all Americans — from wake surfers and water skiers to fishermen, swimmers, kayakers, and families just floating on a summer afternoon. Public lakes belong to everyone. We're fighting to keep them that way.
Lake For All believes that education — not bans — is the path to safe, enjoyable public lakes for everyone. We've developed programs proven effective at Lake Anna that are now available to chapters nationwide.
The WAVE Program
WAVE — Watercraft, Appreciate, Value, Enjoy — is a four-principle guide for sharing public lakes safely and respectfully. Lake For All volunteers approach boaters on the water with WAVE cards, meeting people where they are before problems start.
WWatercraft: Maintain 200 feet of separation from shorelines, docks, and other vessels
AAppreciate: Play music at reasonable levels and avoid content that may offend others
VValue: Minimize repetitive passes along residential shorelines and community docks
EEnjoy: Lake Anna safely and responsibly by avoiding congested areas
Lake For All designs and installs educational signage at public marinas — informing boaters about safety guidelines before they enter the water, not after. Lake Responsibly signs are installed at multiple Lake Anna marinas and are available as a template for all chapters.

The US Army Corps of Engineers has announced a comprehensive review of public access policies at its 400+ managed lakes and reservoirs across the country. The review follows mounting pressure from recreation advocacy groups and could affect access rights for millions of Americans who visit Corps-managed waters annually.
Federal Court Hears Challenge to State Wake Surfing Restrictions
A federal appeals court is reviewing a challenge to blanket wake surfing prohibitions enacted by several states, with lake recreation advocates arguing the bans exceed state authority over federally navigable waters. The case could set a nationwide precedent for how states regulate watersports on public lakes.
The Outdoor Recreation Roundtable released its comprehensive analysis of lake recreation's economic footprint, finding that Americans' visits to public lakes and reservoirs generate over $700 billion in economic activity and support more than 1 million jobs nationwide. The report underscores the stakes for communities near restricted lakes.
The movement started here. Lake Anna, Virginia — where Lake For All was born in response to the privatization of public waters on Virginia's second-largest recreational lake.
The founding chapter of the Lake For All movement. Since 2024, Lake Anna 4 All has fought to preserve full public access to Virginia's second-largest recreational lake for every user — anglers, swimmers, boaters, kayakers, and families who call the lake home.
